Definition of Digitalization of State (Municipal) Services as a Category of Digital Society: Separate Regulatory Aspects

Abstract
Based on the semantics of the words digitalization and electronic form, the author also proposes, through the method of comparative law to present a description of the differences in the processes of digitalization of public services and public services carried out in electronic form.
By means of deductive and inductive methods of scientific knowledge, the author carried out an independent analysis of the shortcomings of the existing conceptual apparatus and assessed their possible consequences.
An analysis of examples of individual qualitative characteristics is presented, which makes it possible to distinguish between the digitalization of public services and other similar concepts.
The article provides a justification for the necessity to consolidate the concept of “digital public service” in the legislation (it’s formulation is proposed) and include in the Federal project “Digital public administration” target indicators that characterize the effectiveness of the provision of “digital public services”, taking into account the introduction of client-centricity.
