

Forecasts for the Development of the Telecommunications Industry and the Transformation of Market and Government Regulation Models

Abstract
In a mono-product markets with weak dynamics, focus on limiting price increases plays a key role in safeguarding consumer welfare. However, in rapidly evolving multi-product and multi-stakeholder markets, regulatory policy should not focus solely on short-term outcomes or goals of "static efficiency" — such as artificially directing prices near the profitability threshold. Instead, priority should be given to achieving "long-term dynamic efficiency" which fosters investment growth, burgeoning initiatives, and expanding product offerings. Conclusions are drawn about the need to bridge the gaps between rapidly developing technologies and business models, on the one hand, and conservative and retarding regulation, on the other hand. Proposals are made to improve sectoral and general economic legislation, its systematization and codification. Proposals on the development of competition and improvement of legal and methodological support for antimonopoly control are presented.
