The rules for authors are based on the CSE's White Paper on Promotion Integrity in Scientific Journal Publications, 2012 Update.
Aim and Scope
Combining the efforts of scientists and law enforcement officers for the successful development of the national economy, the prosperity of Russia and the well-being of its citizens.
Aim
- to promote the formation and implementation of a science-based state policy for the development and protection of competition that meets the national interests of Russia, the interests of economic associations of which Russia is a participant
- to ensure the interrelated development of the economic theory of competition and the theory of competition law, to ensure the availability of relevant results for legislators, other interested state regulators, law enforcers, scientific institutions and educational organizations, scientists, teachers, postgraduates and students
- to create conditions for improving the quality of expert monitoring of economic legislation, including legislation on the protection and development of competition, public procurement, tariff regulation, advertising, foreign investment, defense orders, liability for competition offenses, and relevant law enforcement practice
- to promote the implementation of the results of scientific, including dissertation researches in the field of competition law, economic theory of competition and interrelated branches of scientific knowledge in the practice of state regulation and economic life
- to support the common interest of state regulators and the scientific community in anticipating new challenges to the successful national economy and developing optimal responses to these challenges
- to support the development of competition in the field of science and higher education in the interests of increasing the competitiveness of the results of scientific activity of Russian citizens and organizations
- to promote the study and rational use in the interests of Russia, Russian citizens and organizations, international and foreign experience in the field of development and protection of competition
- to promote the creation of conditions for the codification of economic, including antimonopoly, legislation of Russia in the interests of Russian citizens and organizations
The authors are responsible for the accuracy of the information provided.
The journal accepts materials from graduate students, applicants, doctoral students, specialists and experts in the field.
All manuscripts submitted to the journal are not returned to the authors.
I. Recommendations to the author before submission of the article
The submission of the article to the journal "Russian Competition Law and Economics" implies that:
- the article was not published earlier in another journal;
- the article is not under consideration in another journal;
- the article does not contain data not subject to open publication;
- all co-authors agree with the publication of the current version of the paper.
Before submitting the article for review, make sure that the file (s) contain all the necessary information in Russian and English, the sources of information posted in the figures and tables are indicated, all quotes are correctly executed.
On the title page of the article (in Russian and English):
- UDC articles
- Name of the author (s)
The authors are individuals identified by the scientific team as major contributors to the work outlined and who have agreed to take responsibility for their work. In addition to responsibility for his part of the work, the author should be able to indicate which of his co-authors is responsible for other parts of the work.
The journal "Russian Competition Law and Economy" accepts the following criteria of authorship:
- Substantial contribution to the design and design of the study, data collection or analysis and interpretation of the data.
- Preparation of the article or its critical revision in terms of significant intellectual content.
- Final approval of the version of the article for publication.
The list of authors does not include people who are not authors of the article. The names of people who are not authors, but provided other support, are indicated in the section "Gratitude."
In Russian, when specifying the authors of the article, the surname should be indicated before the initials of the name and patronymic (Ivanov P.S., Petrov S.I., Sidorov I.P.).
In English, when specifying the authors of the article, the format "First name, initial patronymic, last name" (Ivan I. Ivanov) is used. Surnames in English must be specified in accordance with a foreign passport or as it was indicated in previously published articles. If the author does not have a foreign passport and/or publications, the BSI standard must be used to transliterate the surname and first name.

This section lists:
- last name, first name and patronymic (in full),
- degree, title and position held, full and short name of the organization,
- contact information: postal address (business), telephone, e-mail, mobile. telephone number of the responsible author for communication with the editorial board.
- Affiliation of author (s)
The affiliation includes the following data: the full official name of the organization, the full postal address (including the code, city and country). Authors should specify all places of work relevant to the conduct of the study.
If authors from different institutions took part in the preparation of the article, it is necessary to indicate the identity of the current author to a specific institution.
It is necessary to indicate the official English-language name of the institution for the block of information in English, the full postal address (including the code, city and country).
- Title of article
The title of the article in Russian shall correspond to the content of the article.
The English-language name should be competently from the point of view of the English language, while the meaning fully corresponds to the Russian-language name.
- Abstract
The recommended scope of structured annotation is 200-250 words. The annotation contains the following sections:
Purpose,
Methods,
Results,
Conclusion.
Abstract should not include newly introduced terms, abbreviations (with the exception of well-known ones), references to the literature.
- Keywords
5-7 words on the topic of the article. It is desirable that keywords complement the annotation and title of the article.
- Acknowledments
This section identifies all sources of funding for the study, as well as gratitude to people who participated in the work on the article, but are not its authors. Participation in the work on the article implies: recommendations for improving the study, providing space for research, departmental control, receiving financial support, other materials for the study.
- Conflict of interest
Conflicts of interest are conditions under which people have conflicting or competing interests that can influence editorial decision-making. Conflicts of interest can be potential or conscious, as well as actually existing. Objectivity can be influenced by personal, political, financial, scientific, or religious factors.
The author is obliged to notify the editor of a real or potential conflict of interest by including information about the conflict of interest in the relevant section of the article.
If there is no conflict of interest, the author should also report it. Example wording: "The author (s) declares (s) that there is no conflict of interest."
- Article text
IMRAD (Introduction, Methods, Results, Discussion; Introduction, Methods, Results, Discussion)
The main text of the article shall contain:
- introduction,
- structured, numbered sections of the article,
- conclusion,
The introduction should contain a clear indication of the goals and objectives of the work. It may also provide references to key research papers, but the introduction should not be a literary or historical review.
Structured sections of the article should contain a clear and consistent presentation of the work material. The headings of the sections of the main part should be numbered (1, 2, 3, etc.), the same numbering should be reflected in the content (sections introduction, conclusion, literature, information about authors are not numbered). It is allowed to create subheadings of sections in each section.
The conclusion should include the main results and conclusions, discussion of controversial issues, the significance of theoretical provisions, their limitations; place and role in the context of previous research, the possibilities of practical applications.
- Figures
Figures should be of good quality, printable.
All figures shall have sub-drawing signatures.
The signature must be translated into English.
Figures are numbered in Arabic numerals in order of order in the text. If there is one picture in the text, then it is not numbered.
References to the drawings are framed as follows: "Figure 3 states that..." or "It states that... (see Figure 3). "
The sub-picture signature includes the sequence number of the drawing and its name. For example: "Fig. 2. Description of vital processes. " The subscript is aligned to the left.
The point after the picture signature is not set.
The translation of the sub-risk signature shall be arranged after the sub-risk signature in Russian.
- Tables
Tables must be of good quality, printable. Tables that are editable rather than scanned or as pictures are preferred.
All tables must have headers.
The table name must be translated into English.
Tables are numbered in Arabic numerals in order in the text. If there is one table in the text, then it is not numbered.
References to tables are made as follows: "Table 3 states that..." or "It indicates that... (see Table 3). "
The table header includes the ordinal number of the table and its name.
"Table 2. Description of vital processes. " The table header is aligned to the left:
No dot is placed after the table header.
The translation of the table header should be arranged after the table header in Russian.
- Screenshots and photos
Photos, screenshots and other unwritten illustrations must be uploaded separately in a special section of the form to submit an article in the form of files of the format * .jpeg, * .bmp, * .gif (* .doc and * .docx - if additional notes are applied to the image). Image resolution must be > 300 dpi. Image files must have a name corresponding to the figure number in the text. In the description of the file, you should separately give a picture signature, which must correspond to the name of the photo placed in the text.
- Footnotes
Footnotes are numbered in Arabic numerals, placed page by page. Footnotes can contain: links to anonymous sources on the Internet, links to textbooks, teaching aids, GOSTs, statistical reports, articles in socio-political newspapers and magazines, abstract, dissertations (if it is not possible to quote articles published on the results of a dissertation study), author's comments.
- References
The journal uses the Vancouver citation format, which implies reference to a source in square brackets and subsequent reference to sources in the reference list in order of mention. The page is indicated inside the brackets, comma and space after the source number: [6, p. 8]
The reference list includes only peer-reviewed sources (articles from scientific journals and monographs) mentioned in the text of the article. It is undesirable to include in the literature list autoreferats, dissertations, textbooks, teaching aids, GOSTs, information from websites, statistical reports, articles in socio-political newspapers, websites and blogs. If you want to refer to such information, you should put the source information in a footnote.
When describing a source, you should specify its DOI if you can find it (for foreign sources, you can do this in 95% of cases).
References to accepted for publication but not yet published articles must be marked with the words "in print"; authors must obtain written permission to refer to such documents and confirm that they have been accepted for printing. Information from unpublished sources should be marked with the words "unpublished data/documents," the authors should also receive written confirmation of the use of such materials.
References to articles from journals must contain the year of publication, volume and journal number, page numbers.
All authors should be represented in the description of each source.
Links must be verified, output checked on the official website of magazines and/or publishers.
Translation of the reference list into English is required. After describing the Russian-language source, an indication of the language of work is placed at the end of the link: (Russia).
The BSI standard should be used to transliterate the names and surnames of authors and journal names.

The name of the magazine and the name of monographs and collections are highlighted in italics, after the initials are dotted. A comma is not placed between the author's surname and initials.
Preparation of translated references to the article and monograph
In general, the structure of the link to the article looks like this:
Authors (transliteration). [Translation of the title of the article into English in square brackets]. Name of the Russian-language source (transliteration). Output with English designation or digital only. Reference to the language of the article (Russia)
In general, the structure of the reference to the monograph looks like this:
Authors (transliteration). [Translation of monograph title in square brackets]. Output: place of publication in English, if it is an organization, and transliteration, if the publishing house has its own name (indicating in English that it is a publishing house). Number of pages.

II. How to submit an article for consideration
The manuscript of the article is sent to the editorial office via online form or electronically to e-mail: rkpjournal@mail.ru; osipova@fas.gov.ru.
The e-mail file with the article to be uploaded to the system must be presented in Microsoft Word format (have the extension * .doc, * .docx, * .rtf).
III. Interaction between journal and author
The editors of the journal are in correspondence with the responsible (contact) author, however, if desired, the team of authors of the letter can be sent to all authors for whom the e-mail address is specified.
All articles submitted to the "Problems of Risk Analysis" journal are pre-checked by the executive secretary of the journal for compliance with formal requirements. At this stage, the article can be returned to the author (s) for revision with a request to eliminate errors or add missing data. Also at this stage, the article may be rejected due to inconsistency with its goals of the magazine, lack of originality, low scientific value.
After preliminary verification, the responsible editor submits the article to the reviewer with an indication of the timing of the review. An appropriate notification is sent to the author.
In controversial cases, the editor can involve several specialists in the review process..
If the reviewer's opinion is positive, the article is submitted to the responsible secretary to prepare for publication.
When deciding on the revision of the article, the comments and comments of the reviewer are transmitted to the author. The author is given 2 months to eliminate the comments. If during this period the author did not notify the editorial board about the planned actions, the article is removed from the publication queue.
When making a decision to refuse to publish an article, the corresponding decision of the editorial board is sent to the author.
The final version of the layout is sent to the responsible (contact) author of the article accepted for publication, which he is obliged to check. The answer is expected from the authors within 2 days. In the absence of a reaction from the author, the layout of the article is considered approved.
IV. Procedure for revising editor/reviewer decisions
If the author disagrees with the reviewer and/or editor's opinion or individual remarks, they may challenge the decision. To do this, the author needs:
- correct the manuscript of the article according to reasonable comments of reviewers and editors;
- make clear its position on the issue at hand.
Editors facilitate the re-submission of manuscripts that could potentially be accepted, but were rejected due to the need to make significant changes or collect additional data, and are ready to explain in detail what needs to be corrected in the manuscript in order for it to be accepted for publication.
V. Revision actions in case of plagiarism, fabrication or falsification of data
In the event of the discovery of unfair behavior on the part of the author, the detection of plagiarism, fabrication or falsification of data, the editorial board is guided by the COPE rules.
By "unfair behavior" the journal "Russian Competition Law and Economics" means any actions of a scientist, including improper treatment of objects of study or intentional manipulation of scientific information, in which it ceases to reflect observed research, as well as the behavior of a scientist who does not meet accepted ethical and scientific standards.
The journal "Russian Competition Law and Economics" does not include honest errors or honest discrepancies in the plan, conduct, interpretation or assessment of research methods or results, or unfair behavior not related to the scientific process.
VI. Error Correction and Article Feedback
If errors are found in the text of the article that affect its perception, but do not distort the presented results of the study, they can be corrected by replacing the article PDF file and indicating an error in the article file itself and on the article page on the journal website.
If errors are found in the text of the article that distort the results of the study, or in the case of plagiarism, the discovery of unfair behavior of the author (s) related to falsification and/or fabrication of data, the article may be withdrawn. The initiator of the review of the article can be the editorial board, author, organization, private person.
The revoked article is marked with the "Article revoked" sign, the article page contains information about the reason for the revocation of the article. Article revocation information is sent to the databases in which the log is indexed.
Submission Preparation Checklist
As part of the submission process, authors are required to check off their submission's compliance with all of the following items, and submissions may be returned to authors that do not adhere to these guidelines.
The manuscripts are accepted if has not been published or submitted for publication elsewhere.
The materials should be prepared in a format OpenOffice, Microsoft Word, RTF, or World Perfect.
Internet links are provided as a complete URL.
Text should be typed with an interval of one and a half line spacing, font Times New Roman, 14 pt; to highlight the accents it is recommended to use italics rather than underlining (except Internet links). All images, graphics and tables are placed within the text according to the meaning of the particular part of text (and not at the end of the document).
Text should follow the stylistic and bibliography requirements as stated in Regulations located in the Part "About Us."
Please, remove the authors' names from the title of the article and other parts of the document to ensure the anonymity of reviewing.

Authors who publish with this journal agree to the following terms:
- Authors retain copyright and grant the journal right of first publication with the work simultaneously licensed under a Creative Commons Attribution License that allows others to share the work with an acknowledgement of the work's authorship and initial publication in this journal.
