The concept and classification of administrative offenses against the procedure for the implementation of state and municipal procurement, of the corresponding law enforcement practice on the example of Ulyanov-region. The interrelated interpretation of the relevant norms and the practice of their application by the Constitutional Court of the Russian Federation, the Verkhovna the Russian Federation, the Ministry of Economic Development of Russia, and the Federal Antimonopoly Service of Russia. The problem of the insignificance of administrative offenses is analyzed of the corresponding type, having a formal composition.

The article is devoted to promising areas of tariff regulation in the sphere of communications, taking into account the current level of competition. The tendencies of competition development in the market of telecommunications of the Russian Federation underline the need to improve the mechanisms of tariff regulation. The article considers the core principles of pro-competitive tariff regulation, which served as the basis for the Procedure for calculating tariffs using the marginal pricing method. The pros and cons of this method, as well as possible ways of lessening the disadvantages are listed in this article.

The following article reads about the most common problems of interpretation by the regulator of tariff regulation, as well as highly demanded amendments to tariff regulation which can promote investments in heat supply sector. The research is based on the international and Russian practices of PPPs in utilities. Authors conclude that comprehensive regulation of tariffs for operator’s services is one of the key elements of concession project’s investment potential in the international practice.
