Sergey Maksimov was born on December 16,1961 inOmsk. In 1983 he graduated from theOmskHigherPoliceSchoolof the Ministry of Internal Affairs of theUSSRwith honors, in 1986 - adjunct studies of the same educational institution, in 1992 - doctoral studies of the Academy of the Ministry of Internal Affairs of theUSSR(Russian Federation).

Doctor of Law (1993), Professor (1997). Police Colonel (1996). State Advisor of theRussian Federationof the 2nd class (2013). Chief Researcher of the Research Sector for the Development of Competition Problems of the Institute for the Development of Science of theRussianAcademyof Sciences.

From 1993 to 2005 - Professor of the Moscow Institute (University) of the Ministry of Internal Affairs ofRussia. From January 2006 to 2008 - Leading Researcher, Head of the Sector of Criminal Law, Criminology and Justice Problems of the Institute of State and Law of the Russian Academy of Sciences (since 2008 - part-time).

In the period from 2008 to 2010, Sergey Vasilievich served as head of the Licensing and Legal Support Department of Roszdravnadzor. In 2010-2014 - Deputy Head of the Legal Department of the FASRussia. From January 2015 to October 2017, Sergey Maksimov was appointed Director of the Department of Competition and Public Procurement Policy of the Eurasian Economic Commission. From October 2017 to the present, assistant to the head of the FASRussia.

Author (co-author) of concepts and participant of working groups on the development (revision) of draft laws: "On the socio-legal protection of children affected by the Chernobyl disaster" (1991), "On the general principles of crime prevention" (1991), "On the fight against corruption" (adopted in 2008), "On the basics of public service in the Russian Federation" (adopted in 1995). Expert, coordinator and leader of a number of international projects on the problems of rulemaking and law enforcement, combating corruption, improving the system of administrative justice and the world court (1999-2007), member of the UN working group on illegal arms trafficking (2002-2004).

Awarded with state, departmental and public awards. Gratitude to the President of the Russian Federation (2014), holder of the Order of Merit of the Republic of Ingushetia - for the creation of a program for the pedagogical prevention of drug addiction among minors. He has medals from the Ministry of Internal Affairs of the Russian Federation and the General Prosecutor's Office of the Russian Federation. Laureate of the Prize of the Union of Lawyers of the USSR.
