Abstract

In a mono-product markets with weak dynamics, focus on limiting price increases plays  a key role in safeguarding consumer welfare. However, in rapidly evolving multi-product  and multi-stakeholder markets, regulatory policy should not focus solely on short-term  outcomes or goals of "static efficiency" — such as artificially directing prices near the  profitability threshold. Instead, priority should be given to achieving "long-term dynamic  efficiency"  which  fosters  investment  growth,  burgeoning  initiatives,  and  expanding  product offerings. Conclusions are drawn about the need to bridge the gaps between  rapidly developing technologies and business models, on the one hand, and conservative and retarding regulation, on the other hand. Proposals are made to improve sectoral  and general economic legislation, its systematization and codification. Proposals on the  development of competition and improvement of legal and methodological support for antimonopoly control are presented.

The article considers the issues regarding the prospects of antimonopoly regulation of the activities of economic entities within the digital ecosystem through the prism of the formation of additional market power based on the concept of monopolistic competition, under the influence of complementary effects and lock-in effects.

Abstract

An  integral  part  of  antitrust  control  is  ensuring  compliance  with  the requirements of  the  rules  of  non-discriminatory  access  to  resources  and infrastructure  of  natural monopoly  entities.  The  article  analyzes  the  results of  a  decade  of  such  control  by antimonopoly authorities within the framework of the administrative proceedings, including regulatory proposals.

Abstract

The article is devoted to the analysis of trends in the development of interdisciplinary research  in  modern  science,  caused  by  the  needs  of  both  science  itself  and  different spheres of society. The purpose of the article is to identify trends in the interaction of social sciences with each other and with their other types: humanitarian, natural, formal. This is how the modern organizational structure of Russian science and its compliance with  the  needs  of  development  and  interaction  of  different  branches  of  science  are considered. The conclusion is made about the relevance of intensifying the development of interdisciplinary research both in terms of interaction of social sciences with each other and with other types of sciences: humanities and natural sciences, which is especially important within the framework of the modern active development of information and communication technologies, as the basis for the general functioning of domestic science. The interaction of the social and formal sciences should be based on the use of the latter as a powerful tool to support research in the field of social sciences, as well as to ensure their interaction with other branches of science.

Abstract

During the current stage of the global energy transformation and changes in the structure of fuel and energy complexes, the economic significance of critical materials  and minerals is increasing rapidly. Modern technologies, including renewable energy  technologies,  electric  vehicles,  and  energy  storage  systems,  demand  an  ever-growing  volume of resources such as tungsten, lithium, copper, and rare earth elements. These  materials have become a strategic factor in ensuring the stability and security of national economies. This article analyzes the key drivers of demand growth for critical mineral  resources,  the  geographical  distribution  of  their  reserves,  features  of  extraction  and  processing, as well as assesses the risks and prospects for raw material security amid the energy transition. Special attention is given to evaluating the supply of these resources in  developing countries, analyzing financial and technological tools for extraction, and their  potential to expand production and play a role in global value chains. The study employs  systemic and comprehensive approaches, inductive and comparative analysis, as well as graphical and statistical methods. It concludes that investments in the extraction and  refining  of  critical  metals  increased  significantly  from  2010  to  2020,  while  the  main  obstacle remains the lengthy timelines for launching new projects.

Abstract

In the modern economy, the principle of information reliability is largely declarative in  nature  and  is  not  supported  by  a  number  of  necessary  information-legal  and  organizational-managerial mechanisms that would ensure its practical implementation.

The solution to this problem requires an in-depth theoretical analysis of new requirements  for the reliability of information contained in documents used in the procurement sphere.

The authors have studied and systematized typical signs of unreliable information used in the document flow of public procurement, and substantiated the need to improve the  effectiveness of preventive control over the reliability of relevant information.

Abstract

The article deals with the problem of artificial fragmentation of procurement. The paper  reviews the amendments to the legislation on the contractual system, coming into force from 01.01.2026, according to which article 93 of the Federal Law of 05.04.2013  No. 44-FZ “On the contractual system in the sphere of procurement of goods, works,  services for state and municipal needs” is supplemented with a provision allowing state and municipal customers to conclude several contracts with single suppliers (contractors, executors) in respect of homogeneous or identical goods, works and (or)  services within the established limits.

Abstract

The problem of the relevance of an account on social networks to an independent advertising object has been investigated. The concepts of advertising, object of advertising,  goods are considered based on legal positions reflected in the legislation of the Russian  Federation on advertising. Based on the analysis of the legislation on advertising, the  practice of regulatory authorities, their explanations, the signs of the concept of the object  of advertising were studied. It was concluded that it is possible to classify an account on  social networks as advertising objects, subject to certain conditions.

Abstract

After the introduction by the Federal Law of 10.07.2023 No. 301-FZ "On Amendments to  the Federal Law" On Protection of Competition" of special control over the monopolistic  activities of owners of digital platforms, a unified law enforcement practice in Russia has  not developed to date (June 2025).

Prior to the adoption of this novel, the antimonopoly regulator (since 2015) considered  the actions of transactional and non-transactional platforms related to the abuse of its  market power in commodity markets as a "classic" abuse of a dominant position, taking into account some features, in particular, the network effect.

To solve this problem, according to the author, it is useful to assess the applicability of the experience of the authorized bodies of the European Union on the application of the  Digital Markets Act (DMA), which regulates the activities of digital giants, as well as  the special criteria established by this Law for recognizing business entities with market power in EU markets as a digital platform.
